Billing Tab in Settings Only Available to Owners

In efforts to safeguard personal billing information, we have updated the Billing tab in Settings to only be available to users with Owner level permissions.

Fixes

State Address Info Dropped when Editing Credit Memos with Service Address: We have resolved an issue that occurred when editing a credit memo associated with a Service Address, the state would be dropped (showing N/A), leading to errors when trying to save the credit memo.

End Rental - Final Invoice is not Created and Recurring Invoice is not Deleted: We have resolved an issue that occurred when ending a rental with a recurring invoice billing in arrears, or advance, the final invoice was not created, and the recurring invoice template was not deleted. 

Manually Created Credit Memos Cannot be Deleted: We have resolved an issue where customers were unable to edit manually created credit memos.
